This is the nicetool and go-daemon distribution for Linux.

The purpose of these programs is to help administor a system on which
a number of users wish to make constant use of the CPU.  Individual
users, for example the owners of the machine, may want to have
priority for their programs over those of guests.  At the same time,
they may do not want to constantly monitor the actions of others on
their system.

UNIX (and Linux in particular) offers the 'nice(1L)' method for
prioritizing different processes running on the system.  The
'nicetool' and the 'god' (Go-daemon) combine to enforce a system wide
policy on minimum 'nice' values for individual users.
