Try,

info.rz.uni-ulm.de:/pub/VMS/misc/perl.exe-z
info.rz.uni-ulm.de:/pub/VMS/misc/perl4.zip

"perl.exe-z" is a gzipped binary which runs on VAX/VMS.
"perl4.zip" is sources of perl-4.019 which was configured
to compile on VMS. "perl4.zip" was easily compiled and works
fine on my VAX/VMS!
