Returns true if the Oval_definition is valid.

An Oval_definition is valid if all the following are true

• attribute_id is bound to a valid oval definition identifier.
• attribute version is bound to a positive integer.
• attribute class is bound to a valid value of OVAL_CLASS_UNKNOWN
• attribute title is bound to a non-null string.
• attribute description is bound to a non-null string.
• attribute criteria is bound to a valid instance of Oval_criteria.
